Basic Traffic Regulations and Fines in Azerbaijan

Azerbaijan's official traffic regulations are similar to those in Europe and are quite easy to follow. However, local driving styles may initially seem aggressive. While locals drive quite fast, often violate traffic rules and ignore signs, this isn't as scary as it might seem at first glance. By learning the local driving habits in advance, you can travel the country safely and calmly in a rental car.

Basic Traffic Regulations

The following speed limits apply in Azerbaijan:

in built-up areas – up to 60 km/h;

outside built-up areas – up to 90 km/h;

on highways – up to 110 km/h.

Speeding is not recommended: there are numerous cameras in the country.

Drivers are prohibited from using mobile phones in their hands.

Seat belts are mandatory for both the driver and all passengers.

Children under 12 years of age may only be transported in the front seat in a special child restraint system. By law, children under 12 years of age may travel in the rear seats without a child seat or seat belt. However, for your child's safety, we recommend transporting children in age-appropriate child restraints.

Driving under the influence of alcohol, drugs, psychotropic substances, or other potent substances is prohibited. The maximum blood alcohol level is 0.29%.

You must yield to pedestrians at crosswalks.

Low beam headlights are required at night, in conditions of limited visibility, and in tunnels.

Traffic fines in Azerbaijan

Payment of traffic fines is the responsibility of the renter.

Violation Fine

Exceeding the speed limit by 10-20 km/h: 10 AZN (~$5.90)

21-40 km/h: 50 AZN (~$29.40)

41-60 km/h: 250 AZN (~$147.05)

Exceeding the speed limit by over 61 km/h: 350 AZN (~$205.90)

Not wearing a seat belt: 40 AZN (~$23.55)

Hand holding a phone while driving: 50 AZN (~$29.40)

Improper transportation of children: 60 AZN (~$35.30)

Blood alcohol level of 0.3% or higher: Minimum penalty: 500 AZN (~$294.10) or license suspension for 6 to 12 months. Driving under the influence of drugs, psychotropic substances, or other potent substances.

The minimum penalty is 600 AZN (~$352.95) or a driving ban for 6-12 months.

Overtaking violations, crossing a solid line: 150 AZN (~$88.25)

Driving through a red light or traffic controller: 80 AZN (~$47.05)

Failing to yield to pedestrians at a crosswalk: 50 AZN (~$29.40)

The above are only approximate fines for the most common traffic violations. The severity of the penalty always depends on the severity of the violation, its repetition, and, of course, the driver's behavior when communicating with the police.

Always be polite and friendly when interacting with traffic police officers. This will be a plus in any situation. The penalty point system does not apply to foreign citizens.

How to pay fines

If a police officer issues a ticket and gives it to you, you can pay it yourself:

at a bank;

at a post office;

at payment terminals, such as Million or E-manat.

The police officer is not authorized to accept payment, but some law enforcement officers may negotiate a "fine without a receipt." Just keep in mind that in this case, both parties are breaking the law.

If you are unable to pay the ticket yourself, you can contact the rental company for assistance.

Traffic camera fines are paid upon returning the car with the help of a rental company representative. They will show you SMS notifications with violation details and will accept payment.

What happens if you don't pay

If the renter has an outstanding ticket after returning the car, the rental company will first send a notification with all the details and assist with payment.

If the renter refuses to pay, the matter will be referred to the police. The payment will be collected with interest upon subsequent border crossings.

Traffic Police

Traffic police in Azerbaijan are quite lenient towards tourists, but you should always respect local laws and regulations. If stopped by a police officer, remain calm and polite. It's important to have all necessary documents with you: driver's license, vehicle registration documents, and rental agreement.

Some tourists may be wary and even intimidated by the local driving style, and it can sometimes discourage independent travel in this wonderful country.
